As far as I understand it @politcalhive went with VOTE when the outpost was launched there is a VOTE:PAY pool but it's shallow at the moment. I've add to it as I can but there's not much PAY in circulation
So, what should I do with pay? Should I unstake it and exchange it for Vote?
