Don't worry, your problem is not unique and you are not alone. There are a lot of inefficiencies in this world, so many things needed to be done, but so little resources.

Can the PhD be put on hold so you can focus on the other important tasks?

Choose your battles and define limitations and scope of your responsibilities. A win is a win, no matter how small. The rest are just Works-in-Progress (it might take time though due to diff circumstances). More than just accomplishing tasks, we should think more about sustainability. Hence, I believe setting the right culture is best, but it won't be quick.

The PhD program happens twice a year. We are already done with 8 subjects, but I completed only one research paper. I want to withdraw but I worry that this might discourage the program director for he raised a scholarship to support my studies.

Somebody else might want and need the scholarship more. I think you need to choose, else everything will end up mediocre, both your research and your work.
