The lighthouse project turned out to be unsuccessful: it was poorly visible not only at night, but also during the day. The lighthouse had an incorrect design and inconvenient location. The lights were weak and, moreover, were covered from some sides by the towers of the Peter's fortress.

In 1866, a new lighthouse was built in the harbor of the city port under the supervision of the Hydrographic part of the Caspian Flotilla. The lighthouse was a stone octagonal tower 27 meters high. It shone with a constant white light and provided visibility up to 15 miles. A house for workers was added nearby.

In winter, the lighthouse worked inconsistently: it was turned on only on the days of arrival and departure of mail steamers and when a ship appeared on the horizon. Since 1882, shipping has become more frequent, so the lighthouse began to shine all year round.

The city grew rapidly, and by the end of the 19th century, the light of the lighthouse began to be lost against the background of city lights. In 1895, an additional light was installed in the lighthouse on the floor above, so that the light of the lighthouse could be seen from any point. He helped sailors better navigate the Caspian Sea and protected ships from the shoals northwest of the port.
