I am a bit confused about the new design. I chose 90% voting power but it states that my current voting power is 0%. Why is that? Also, if I react with thumbs up is this an upvote? Can I see the amount of money that my upvote is worth like before? If I choose to react with an heart or something else. Is it an upvote as well?

Yes, only thumbs up is monetized. In a future update all react symbols will be monetized.
