The expression portrays taking the fall for others. So, in reality they are the ones pushing you under the bus. Looking at it from a literal point of view, you cannot throw someone under the bus without getting into trouble with the law.

I heard the expression firstly in an animation, and I figured it could not have been literal. The idea of throwing a person under the bus might have mental effect on the person, he would remember the betrayal of those who threw him under the bus. It is like taking one for the team. The hit may be crucial but for the sake of the team, it has to be done.
