I don't think the game of life has a referee because the referee would really have a lot of explanation to do here.
It is either the referee sleeps on his job or he has favorites.

The referee would help the game go by the rules.
A game without rules, will definitely encountered much problems.
And situations where the referee keeps record will really help.
People would be comfortable when they see a referee, they'll assume everything will be fair from there on.
Refereeing the game of life is very difficult and requires great skills.
