"Not a treat" generally means something is not pleasant, enjoyable, or a reward. It signifies that the situation, event, or experience is undesirable or lacks positive qualities. Essentially, it's the opposite of a treat, which typically implies something delightful or rewarding. Link

I wonder sometimes how some people live their life without making attempt to have a pleasant life journey. They are constantly in one problem or another, always sad and telling sad stories here and there. Sometimes you try giving them advice or doing something nice to cheer them up, but they constantly refuse. Some even refuse the treat you give them, they say their problem cannot be solved by a treat. I leave them to themselves eventually, but I still pity them when I see them.

I will take treat everytime.
Not to treat is not fun for me, I love the treat.
