Where I come from, it would seem like they do the opposite of the instructions given. When they are told, "no parking", they ignore and park anyways. But when it says, "Park here", they suspect something is wrong and they park somewhere else.

But really, no parking means no parking.
In an urban area, where business activity is on a high and people are coming in and out on a high level. There is usually a problem of parking, people tend to look for places to Park. Most people have to find places they can pay to park their cars, in other to ensure safety.

This is why the parking meter was introduced, to ensure that people do not park where they are not meant to.
