Mud in the eye literally looks like a harsh phrase, or some sought of insult. But it is an encouraging statement that cheer someone up or to wish them well during a toast. Now you can see the contrast between the words and the intended meaning.

Imagine someone mentioned this to you, and probably you do not know the meaning. You will definitely be offended, thinking it was an insult or something.

I keep trying to say it in my head, just to have a feel of how it sounds but I'm not getting it. It is sounding strange to me, I guess that's why I have not heard it before.
