Clinics should be for everyone, especially when there is an emergency. Even when it was built for a set of people, an emergency case supercedes the origin.
I guess why the clinic is for the poor is because the rich can afford a good health care. Most of them travel overseas for check ups and other treatment.
This is why the clinic for the poor should be economical, maybe the prices should be subsidized. While it is well equipped, there should be ready hands to work and help those in one health issue or not.
